First of all, NCQ is a technology supported by AHCI (Advanced Master Interface), and turning on AHCI is the first step. AHCI is one of the advanced features of SATA2, and motherboards that support SATA do not necessarily support AHCI. Only the presence of the AHCI option in the motherboard's BIOS indicates that the motherboard can support NCQ.
Go to the motherboard BIOS, find "Integrated Peripherals" and "Onchip Serial ATA Device", and see if there is an "AHCI" option here.
