In this sense, education has the attributes of a commodity, which can be priced, bought and sold. However, education also has the basic attributes of public goods and social welfare. The educated can obtain various direct benefits through education, but well-educated citizens can undoubtedly bring a wide range of benefits to the whole society, including the improvement of productivity, the progress of social civilization, and so on.

It is precisely because of the spillover effect of education consumption, that is, the public welfare, that economics defines education as a quasi-public good, rather than a private good, which has long become a worldwide common fiber illusion and the most important theoretical basis for all countries in the world to organize education.
