Since 1999, the former Ministry of Foreign Trade and Economic Cooperation, together with the Ministry of Science and Technology, the National Development and Reform Commission, the Ministry of Information Industry, the Ministry of Finance, the General Administration of Customs, the State Administration of Taxation, and the General Administration of Quality Supervision, Inspection and Quarantine, has jointly organized and implemented the strategy of rejuvenating trade through science and technology. The core of the strategy of invigorating trade through science and technology is to vigorously promote the export of high-tech products, use high-tech to transform traditional industries, optimize the structure of export commodities, improve the quality, grade, and added value of export commodities, and enhance international competitiveness.

In order to better implement the strategy of invigorating trade through science and technology, the Ministry of Foreign Trade and Economic Cooperation and the Ministry of Science and Technology established a joint working mechanism for rejuvenating trade through science and technology in early 1999, which was expanded to the Ministry of Information Industry in 2000 and the State Economic and Trade Commission in the second half of the year, and in September 2002, the Ministry of Finance, the State Administration of Taxation, the General Administration of Customs, and the General Administration of Quality Supervision, Inspection and Quarantine were absorbed, and the joint working mechanism was expanded from four ministries and commissions to eight departments, and a leading group for rejuvenating trade through science and technology was established, with its office set up in the Science and Technology Department of the Ministry of Foreign Trade and Economic Cooperation. In March 2003, after the institutional adjustment, the Ministry of Commerce replaced the former Ministry of Foreign Trade and Economic Cooperation, and the State replaced the former State Economic and Trade Commission, and continued to implement the strategy of rejuvenating trade through science and technology by eight ministries and commissions. The joint working mechanism of rejuvenating trade through science and technology has overcome the obstacles of the management system that has been formed under the conditions of the planned economy, and has taken the foreign government as the leader, science and technology as the driving force, and the industry as the main body, so that the foreign government can get the power support provided by science and technology and industry, maintain the stamina of development, and at the same time give full play to the guidance, promotion and driving role of foreign countries in the development of science and technology and industry.

In order to fully implement the strategy of rejuvenating trade through science and technology and to strengthen the ties between local departments in charge of foreign trade and economic cooperation and enterprises, we have successively identified 100 key enterprises for rejuvenating trade through science and technology, 20 key cities such as Beijing, Shanghai and Tianjin, and 25 export bases for high-tech products such as Beijing Zhongguancun Science and Technology Park. 12 categories of key high-tech products such as computers and peripherals, communication equipment, audio-visual equipment, software, and traditional Chinese medicine have been determined; In addition, it actively organizes and participates in four high-tech exhibitions, including the Shenzhen High-tech Fair, the Beijing Science and Technology Fair, the Shanghai Industry Fair and the Yangling Agricultural High-tech Fair, and builds a window for the display of China's high-tech achievements and a platform for trading.

On March 15, the Ministry of Commerce, together with the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Information Industry, the Ministry of Finance, the General Administration of Customs, the State Administration of Taxation, the General Administration of Quality Supervision, Inspection and Quarantine, the State Intellectual Property Office and the Chinese Academy of Sciences and other ten departments of the joint working mechanism of science and technology to promote trade, jointly issued the "Eleventh Five-Year Plan for Promoting Trade through Science and Technology" (hereinafter referred to as the "Plan"), which is also the first time that ten departments jointly prepared and released the five-year plan. The preparation and implementation of the plan is of great significance for accelerating the transformation of the growth mode, optimizing the structure of import and export commodities, and enhancing the ability of independent innovation.
