Article 1: These Regulations are formulated so as to carry forward the spirit of selfless sacrifice of revolutionary martyrs and to educate the people to fight bravely for the defense and construction of the motherland.
Article 2 The people of our country and the people's ** commanders and fighters who have made heroic sacrifices in the revolutionary struggle, the defense of the motherland, and the cause of socialist modernization are called revolutionary martyrs, and their families are called the families of revolutionary martyrs.
Article 3: Those who have any of the following conditions are approved as revolutionary martyrs:
1) Dying in battle against the enemy or dying of wounds after being wounded in battle;
2) Death due to wounds shortly after being disabled in battle against the enemy;
3) Sacrificed in the course of a combat service mission such as serving as a guide, building fortifications, treating the wounded, or performing transportation on the front line, or while defending a key target in a theater of operations;
4) Those who are killed by the enemy for carrying out revolutionary missions, or who are captured or arrested by the enemy and are killed or tortured to death by the enemy;
5) Heroic sacrifice to defend or save people's lives, state property, or collective property.
Article 4: Organs for approving revolutionary martyrs:
For those who died in battle, the servicemen on active duty are political organs at or above the regimental level, and the other personnel are the people of counties, cities, and municipal districts
For those who have died in the line of duty, the servicemen on active duty are political organs at or above the military level, and the other personnel are the people of provinces, autonomous regions, and municipalities directly under the Central Government
Article 5: Persons who have sacrificed their lives other than those provided for in article 3 of these Regulations may also be approved as revolutionary martyrs if their deeds are particularly enviable and not outstanding, and they are sufficient to be exemplary for future generations.
The organ for approving the revolutionary martyrs in the preceding paragraph is the General Political Department of the Chinese People's Republic of China, and the Ministry of Civil Affairs for other personnel.
Article 6: Where those who have been approved as revolutionary martyrs, the Ministry of Civil Affairs is to issue a "Revolutionary Martyr Certificate" to the families of the revolutionary martyrs.
