Legal basis: "Measures for the Management of Volunteers of the Western Program for College Students" Article 18 Volunteers enjoy the right to rest (leave) as stipulated by relevant national laws and regulations, and shall strictly abide by the provisions on cancellation of leave during the period of volunteer service, and must submit a written application for leave (hospital certificate is required for leave due to illness), and shall be examined and approved by the corresponding institutions in accordance with relevant regulations, and the specific provisions are as follows:

1) If the leave is 1 2 days, it shall be examined and approved by the service unit;

2) If you ask for leave for 3-7 days, with the consent of the service unit, it shall be reported to the local (municipal) project office for approval;

3) If the leave is more than 7 days, it shall be submitted to the project office of the autonomous region for examination and approval after the consent of the service unit and the prefectural (municipal) project office;

4) In principle, the personal leave shall not exceed 15 days of dust, and the cumulative amount shall not exceed 20 days within 1 year (except for applying for graduate students, civil servants or participating in the professional qualification Xiangyou examination and the recruitment examination held by various enterprises and institutions), and the service qualification shall be cancelled and the service agreement shall be terminated after the deadline.

5) Without approval, exceeding the prescribed return time by 5 days shall be deemed to be in breach of contract, and in principle, the volunteer service qualification will be cancelled, except for force majeure factors.

For college students who are about to graduate from college campuses, they are still a good choice for the majority of graduates.

The question is, do the volunteers of the Western Project have a future? It is very normal for Chinese students to ask this question before they choose a thing. We might as well analyze it from two aspects:

1. Who is suitable to participate in the Western University Student Service Program?

1. Those who are registered in the western region, or who want to settle down in the western region in the future, or who follow their girlfriend or boyfriend.

2. The family is well-off, there is no employment pressure, and I plan to go out to play or do something different before working. (The Western Plan often uses "do something unforgettable in a short time" and "the world is so big, I want to see it" fall into this category.) ）

3. Those who have not been successfully admitted to the civil service examination in the western townships and towns and are determined to become civil servants or career editors in the western townships and towns have grassroots work experience because they have participated in the western plan, and they can apply for positions that require two years of grassroots work experience when registering for the provincial national examination, and the competition is relatively small.

4. People who have the spirit of selfless dedication and do things without expecting anything in return.

2. Who is not suitable to participate in the Western Plan?

1. Those who regard the Western Plan as a buffer for employment. This kind of person often does not want to get a job immediately after graduation, and wants to relieve the employment pressure through the western plan, which is a self-deceptive practice, because the western plan is not like the postgraduate entrance examination, after the service is full, it will not be of much use to your future job search, but will derail you from the market and unable to meet the requirements of enterprise employment.

2. Those who did not pass the postgraduate entrance examination. Many college graduates do not pass the graduate school entrance examination in their first year, and they want to increase their grassroots work experience through the Western Plan, and learn from it to grow. In fact, the work of the Western Plan is not easy at all, and sometimes I work overtime day and night, and there is almost no time to study.

3. I didn't get the civil servants in my own province. If you want to obtain the corresponding preferential policies through the Western Plan, there is no bonus point policy for civil service candidates who are currently participating in the Western Plan, and the service in other regions may not take effect in this province.

3. What is the salary and treatment of the Western Plan?

Unlike ordinary civil servants and employees of public institutions, the western plan is a strategy for the state to alleviate employment pressure, and the new generation of intellectual young people go to the mountains and countryside for training, and their treatment is certainly not as good as that of regular employees in other departments.

But the difference between the Western Plan is that it is a kind of pursuit of your feelings when you are young!

The way out for volunteers in the western part of Shandong Province is to work in various departments and government agencies, such as the Organization Department, the Propaganda Department, the Discipline Inspection Commission, the County Party Committee Office, the Agricultural Office, the ** Office, the Industrial and Commercial Bureau, the Finance Bureau, the Housing and Urban-Rural Development Bureau, the Science and Technology Bureau, the Forestry Bureau, the Youth League Committee, the Women's Federation, the Trade Union, the Hospital, the Xinjiang Aid Headquarters, etc., and the work they are engaged in is basically some office or business work, such as: sending and receiving documents, writing materials, organizing meetings, etc. The better units are the Women's Federation, the Trade Union, the Science and Technology Bureau, the Housing and Urban-Rural Development Bureau and other units, on the one hand, there are few things, you have your own time to make your own preparations, and on the other hand, there is less involvement with other departments; The busiest is the organization department, which works overtime every day.

The most pitiful thing is the Youth League Committee, because volunteers belong to the Youth League Committee recruitment, and daily management and everything belongs to the Youth League Committee, but what you come into contact with in the Youth League Committee is still similar to that in university clubs and student unions, all kinds of activities, and materials. Because the western planning management system only has the level of counties and cities, and there is no level of regions and autonomous regions, although the volunteers of the regional and autonomous region Youth League committees work in this unit, it is not written in the system, and there is no county or city level on the final service certificate, and only below the county level can be counted as grassroots service experience, so although you are also serving in the western region, it is not counted as grassroots service experience, but can only be regarded as serving grassroots personnel. After the completion of the service, after the 3-year examination period, the small partners who have served in the county and city can still apply for the examination that require 2 years of grassroots service experience, and you can only regret that you chose to stay in the regional or autonomous region Youth League Committee. Generally, those who major in the medical field will be assigned to hospitals, graduate students will be assigned to schools to teach, and other volunteers will not consider your major when assigning work units.

This should be treated with a normal heart.

1) Have a volunteer spirit; (2) Rank within the top 70% of the total number of students in the same year of the department; (3) Pass the graduation physical examination and the western plan physical examination; (4) Obtain a graduation certificate and have a real and valid resident ID card; (5) Bachelor's degree or above is preferred; (6) Outstanding student cadres and those with volunteer service experience are preferred; (7) Agriculture, forestry, water, medicine, teachers, finance, and law majors that are urgently needed in the western region are the first to be sold; (8) Those whose household registration is in the western region before enrollment are preferred; (9) Fresh college graduates and graduate students who have been admitted as graduate students are preferred; (10) Volunteers participating in the special action of grassroots youth work should have more than one month of grassroots work, volunteer service experience, or have received commendations and awards at or above the school level, and have served as the main responsible person of the youth league student organizations at all levels. (11) Encourage fresh college graduates and graduate students who have been admitted as graduate students to sign up for the Western Plan.

Written test, interview.

Starting from May 26, the political and ideological quality, academic performance, and volunteer service experience of the enrolled students will be inspected, and written examinations and interviews will be organized for the college graduates who have signed up to select volunteers.

Unified physical examination. Before June 5, the Provincial Project Office will designate the time and hospital to organize the selected applicants of the school to conduct a centralized physical examination. Those who fail to pass the physical examination will not be admitted.
