If the application is not notified within the time limit, it shall be accepted from the date of receipt of the application materials.

    4.If the application is within the scope of the department's authority, the materials are complete and conform to the statutory form, or the sponsor submits all the supplementary and corrective materials as required, a Notice of Acceptance shall be issued to the sponsor. The date indicated in the Notice of Acceptance is the date of acceptance.

    3) The food and drug supervision and administration department shall review the application materials in accordance with Article 4 of these Measures within 30 working days from the date of acceptance of the application, make a decision on whether to agree to the preparation, and notify the sponsor in writing. If they do not agree to the preparation, they shall explain the reasons and inform the sponsor that they have the right to apply for administrative reconsideration or initiate an administrative lawsuit in accordance with the law.
