The people knew that the Jade Emperor sent Hebo to control the water, but they didn't see his face, and they all scolded Hebo for not doing his duty, regardless of whether the people lived or died.

Later, when Dayu came out to control the water, Dayu said to Hebo: "I am Dayu, and I came to you to ask for advice on how to govern the Yellow River." He Bo said, "My hard work and the way to control the river are all on this map, and I will give it to you now." ”
