According to the provisions of the General Office of the Ministry of Education No. 2004 No. 18, Zhongqing Lianfa No. 2005 No. 17, Zhongqing Lianfa No. 2005 No. 43 and other relevant documents, volunteers who participate in the Western China Program can enjoy the relevant preferential policies for master's examinations after serving for one year and passing the assessment. Volunteers who have participated in the local projects of the Western Plan (reviewed and filed by the National Project Office) for one year and passed the assessment can also enjoy the preferential policies of volunteers of the national projects of the Western Plan.
In order to do a good job in the 2009-2010 years of the Western Plan to enjoy the list of volunteers who enjoy the bonus point policy for graduate students, and ensure the implementation of the preferential policies for volunteers who have passed the examination at the end of the service period, the specific work requirements are as follows:
1. Scope of volunteers enjoying preferential policies.
According to this statistics, the volunteers who enjoy the preferential bonus policy for postgraduate entrance examinations are the volunteers of the Western Plan who have served for one year or more and have passed the assessment and the qualified volunteers of the "Three Branches and One Support", see Appendix 1 for details.
2. Careful statistics to ensure the accuracy of data.
In the process of counting the list, all divisions should carefully check the statistical data in an attitude of being responsible for every volunteer, so as to avoid misreporting and omission. The XPCC Project Office will summarize the information reported by each division and report it to the National Program Office, which will publish the official list of volunteers in the Western Region Program. If there is an omission or misstatement due to statistical errors in the division-level project office, and volunteers cannot enjoy the bonus point policy for graduate students, the responsibility shall be borne by the division-level project office.
The project offices of all divisions are requested to do a good job of relevant statistical work in accordance with the requirements of Annex 1 and the template format of Annex 2 and Annex 3, and report to the Volunteer Work Department of the Youth League Committee of the Corps in electronic form before December 28, 2009.

Volunteers who meet the corresponding conditions according to the regulations can enjoy the corresponding tuition compensation and student loan repayment policies.
1. Those who have served for more than 2 years and passed the assessment, and those who apply for the master's degree within 3 years after the expiration of the service period, will have 10 points added to the total score of the preliminary examination, and will be given priority admission under the same conditions.
2. Volunteers who have no work experience before participating in the Western Plan project must equally enjoy the relevant policies of fresh college graduates within 2 years after the expiration of the service period and passing the assessment (the volunteers of the Graduate Student Support Group are counted from the time of graduation of the graduate students).
3. Volunteers who meet the corresponding conditions according to the regulations can enjoy the corresponding tuition compensation and student loan repayment policies.
4. After the service period of 1 year and passing the assessment, you can participate in the professional title evaluation according to the regulations.
5. If the service period expires and the assessment is qualified, the service period and length of service shall be calculated according to the actual service period (the working time shall be calculated according to the date on which they report to the grassroots level), and shall be reflected in the service certificate and service appraisal form.
Legal Analysis: For fresh graduates who have participated in the Western Plan and served in rural grassroots units below the county level in the western region for three years, the corresponding tuition and student loan repayment will be implemented.
