Enterprises engaged in food production and processing (including self-employed persons) shall obtain a production license in accordance with the prescribed procedures. New and newly converted food enterprises shall apply for a food production license to the quality and technical supervision department in a timely manner.

After receiving the application materials from the enterprise, the provincial and municipal (prefecture) level quality and technical supervision departments shall form a review team within 15 working days to complete the review of the application and information and other documents. After the materials of the enterprise meet the requirements, the "Notice of Acceptance of Food Production License" will be issued.

If the application materials of the enterprise do not meet the requirements, the enterprise shall supplement and correct it within 20 working days from the notice of the quality and technical supervision department, and if it is not corrected within the time limit, it shall be deemed to have withdrawn the application.
