Cai Yang (1991-), a native of Nanyang, Henan Province, is a tile mason. One of the suspects in the "9.15" anti-Japanese picking and provoking troubles case in Xi'an, he smashed and injured Li Jianli, a Japanese car owner, causing him serious injuries and fifth-degree disability. In 2009, Cai Yang, an 18-year-old rural boy who had dropped out of school for five years, came to Xi'an to work with his cousin Wang Chao.
At about 13:00 on September 15, 2012, defendants Cai Yang and Xun Jiankui stole the U-lock of a roadside motorcycle at Yuxiangmen, Xi'an City, and smashed a Japanese vehicle. In July 2013, the Shaanxi Provincial People's Court sentenced him to 10 years in prison.
