How to increase the wages of retired workers in enterprises in 2016

**The work report proposes that the basic pension standard for retirees will continue to be raised in 2016. The budget report submitted for review states that from January 1, 2016, the pension standards for retirees in enterprises, government agencies and institutions will be increased on a case-by-case basis, and appropriate preference will be given to retirees who retire earlier and have lower pensions and retirees from enterprises in difficult and remote areas.

This means that from 2005 to 2015 for 11 consecutive years on the basis of the adjustment of the basic pension of enterprise retirees, in 2016 the pension of enterprise retirees will achieve "twelve consecutive increases".

A salary adjustment plan for retirees for 2016 has been introduced.

Starting from January 1, 2016, those who have gone through the retirement procedures and retirement age before September 30, 2016 will have their retirement benefits adjusted, and the specific treatment adjustments are as follows:

1) The monthly retirement allowance shall be increased according to the following standards: administrative personnel, 1,400 yuan for provincial and ministerial-level principal positions and above, 1,140 yuan for provincial and ministerial-level deputy positions, 900 yuan for departmental and bureau-level principal positions, 730 yuan for departmental and bureau-level deputy positions, 570 yuan for county-level principal positions, 480 yuan for county-level deputy positions, and 400 yuan for township level and below; Professional and technical personnel, professors and equivalent positions 820 yuan, associate professors and equivalent positions 540 yuan, lecturers (including equivalent positions and below 400 yuan.)

2) Retirees will increase their monthly retirement allowance according to the following standards: administrative personnel, 1,100 yuan at the provincial and ministerial level and above, 700 yuan at the department and bureau level, 460 yuan at the county and department level, 350 yuan at the township section level, and 260 yuan for clerks and clerks; Professional and technical personnel, professors and equivalent positions 700 yuan, associate professors and equivalent positions 460 yuan, lecturers and equivalent positions 350 yuan, teaching assistants including equivalent positions) and the following positions 260 yuan; Workers, senior technicians and technicians 350 yuan, senior workers under 18 (including senior workers) and ordinary workers 260 yuan.

3) Personnel who have retired from their posts in accordance with state regulations shall have their retirement living expenses increased by 260 yuan per person per month.

4) On the basis of increasing the retirement allowance according to the above standards, retirees born before September 30, 1934 will be increased by another 100 yuan per month, and retirees born between October 1, 1934 and September 30, 1939 will be increased by another 60 yuan per month.

There is no news on whether the pension of retired employees will be increased in 2016. According to the "Notice on Deepening the Reform of the Pension Insurance System for Enterprise Employees" (Guo Fa [1995] No. 6), the establishment of a normal adjustment mechanism for basic pensions in various localities, and the basic pensions are adjusted according to a certain proportion of the average wage growth rate of local employees in the previous year. In 2015, the wages of active employees are increasing, and the pensions of retired employees should be increased.

According to the past practice, it is generally at the beginning of 2016, on the eve of the Spring Festival, that a decision will be made on the increase method.

At present, the Ministry of Human Resources and Social Security is carrying out the "top-level design" of the pension insurance system, but there is still a long process for the introduction of new measures, and the basic pension will not change according to a certain proportion of the average wage growth rate of in-service workers in the previous year.

Retirement wages will definitely rise, but the specific time of the increase depends on the country's policy.

Those who retired in 2015 are not included in the scope of this year's pension adjustment. We can only wait for the benefits to be paid in 2016 when the pension is adjusted.

According to the regulations, the scope of the adjustment of the basic pension of enterprise retirees in 2015 is that before December 31, 2014, the retired (in-service) personnel of the enterprise and the army have gone through the retirement (post) procedures in accordance with the regulations. It does not include those who retired after January 1, 2015.

However, those who retired from January to June 2015 will also have a chance to recalculate their pensions this year. One of the bases for determining the pension benefits in the year of retirement is the average social wage of the region in the previous year of retirement, and the average social wage of the previous year is mostly announced around June of the following year. Therefore, those who retired from January to June 2015 will recalculate their retirement benefits after the average salary of the previous year is determined. This practice is limited to those who retire between January and June of each year.

The new policy of salary increase for retirees in 2016 is as follows:

1. Before December 31, 2014, the basic pension shall be adjusted from January 1, 2015 for those who have been approved to go through the retirement procedures and enjoy the basic pension insurance benefits on a monthly basis (excluding the labor contract workers in the executive organs and public institutions in the institutions with full contributions and differential contributions, the measures for calculating and issuing retirement allowances and the adjustment policies of public institutions).

2. The basic pension of retirees shall be adjusted according to the number of years of payment (including the deemed payment period, excluding the converted length of service, the same below). For retirees with a payment period of 10 years or more, the monthly increase will be for each full year of payment period; Retirees with less than 10 years of payment period (excluding retirees from construction land acquisition and agricultural workers) will be increased by 35 yuan per person per month; Retirees who have paid less than 15 years of construction land acquisition and agricultural conversion will be increased by yuan per month.

3. Before the adjustment of the basic pension in accordance with the provisions of this notice, retirees (excluding senior professional and technical personnel, military cadres, and former industrial and commercial personnel) who are lower than the average basic pension level of 2,513 yuan per month within the overall planning scope shall be adjusted according to the following methods on the basis of adjusting the pension according to the payment period: if the payment period is 30 years or more, the monthly increase of 45 yuan per person shall be given; If the payment period is more than 20 years but less than 30 years, the monthly increase will be 40 yuan per person; If the payment period is more than 10 years but less than 20 years, the monthly increase per person will be 35 yuan; If the payment period is less than 10 years (excluding retirees who have been transferred to construction land acquisition for agricultural work), the monthly increase will be 30 yuan per person; For retirees who have paid less than 10 years for construction land acquisition and agricultural conversion to work, each person will be increased by 35 yuan per month. The adjusted basic pension of the above-mentioned personnel shall not exceed 2,773 yuan per month.

4. In accordance with the provisions of this Notice.

On the basis of the increase in the basic pension stipulated in 2.3, the basic pension of retirees shall be adjusted according to the following absolute amounts: before the adjustment of the basic pension according to the provisions of this notice, if the monthly pension is less than 2,513 yuan, each person will be increased by 90 yuan per month; If the monthly pension is 2,513 yuan or more, and less than 3,500 yuan, each person will be increased by 70 yuan per month; If the monthly pension is 3,500 yuan or more, and less than 4,500 yuan, it will be increased by 50 yuan per person per month; If the pension is 4,500 yuan or more, it will be increased by 30 yuan per person per month.
