Zheng Peimin. Born on July 23, 1943 in Wu'an, Hebei Province, he was born in Hailong County, Jilin Province. He joined the Communist Party of China in December 1969. From 1962 to 1968, he studied at the Department of Physics, Jilin University.
From 1968 to the beginning of 1970, he went to Liaoning Province to train in Unit 3275. In March 1970, he was assigned to work in Xiangtan Motor Factory in Hunan Province, and successively served as Secretary of the Party Branch of Xiangtan Electric Machinery Factory Children's Middle School, Deputy Secretary of the Youth League Committee of the Factory, and Director of the Office of the Party Committee of the Motor Factory (during which he studied in the Enterprise Management Research Class of Economic Cadres of Tsinghua University for one and a half years). Later, he served as deputy secretary of the Party Committee and secretary of the Discipline Inspection Committee of Xiangtan Motor Factory in Hunan Province.
