Article 12: On the basis of the state of soil pollution, public health risks, ecological risks, and the level of science and technology, and in accordance with land use, the competent departments for ecology and the environment are to draft national standards for soil pollution risk management and control, and strengthen the establishment of a system of standards for the prevention and control of soil pollution. Provincial-level people** may draft local soil pollution risk management and control standards for projects that are not provided for in the national soil pollution risk management and control standards; For projects that have already been provided for in the national soil pollution risk management and control standards, local soil pollution risk management and control standards that are stricter than the national soil pollution risk management and control standards may be drafted. Local soil pollution risk management and control standards shall be reported to the competent department for ecology and environment for filing.
