How was the Stella manatee discovered and how did it become extinct?

In August 2003, a resident of Sapporo City, Hokkaido, discovered a fossilized manatee rib with a length of about 50 centimeters. Extrapolating from the fossils, the manatee was about 6 to 7 meters long. Using radiometric absolute dating, researchers at Shimane University have concluded that the manatee lived between 8.5 million and 7.9 million years ago.

Kasaichi Kimura, professor emeritus of paleontology at Hokkaido University of Education, believes that this proves that the manatee began to evolve in the Hokkaido region on the western side of the North Pacific Ocean about 8 million years ago.
