"Bodhisattva's fear of causes" refers to the karmic causes of bodhisattvas fearing sentient beings. One refers to the fact that supernatural powers are invincible to karma.
Both refer to the fact that there is no cause, and it is difficult for a bodhisattva to save it. However, having said that, there is no doubt that the great bodhisattvas are full of infinite compassion and fearlessness.
"Fear of effect" means that sentient beings do not believe in cause and effect, and when the evil consequences come, they become afraid. Good fruits, sentient beings like them. Bodhisattvas are afraid of karma, because karma requires suffering.
Only when sentient beings suffer do they know that they regret.
