1. A monthly incentive fee of 10 yuan will be issued to the parents of the only child, and the reward fee will be issued from the month of receiving the "Honor Certificate for Parents of the Only Child" until the only child reaches the age of 18;

Procedures and reward policies for the "Honor Certificate for Parents of Only Children".

2) Application Procedure:

Both husband and wife should apply and go to their unit (or villagers' committee or residents' committee if they do not have a work unit) to collect the "Application Form for the Honor Certificate of Parents of One-Child Parents", and fill it out truthfully;

After verification by both units (or residents' committees if there is no work unit), it shall be reported to the township people** or sub-district office where the woman's permanent residence is located for approval. Township people** or sub-district offices shall be approved within 30 days from the date of receipt of the "Application Form for Honor Certificate of Parents of One-Child Child". 4. Those who receive the "Certificate of Honor for Parents of One Child" shall enjoy the following benefits:

From the month of issuance of the certificate to the age of 14, the monthly incentive fee for the parents of the only child shall not be less than 20 yuan, and the husband and wife shall bear 50% of the compensation respectively. If they are employees of the financial appropriation unit, they shall be paid from the financial appropriation, and the employees of other units shall be borne by the unit to which they belong; if they are rural residents, they shall be issued by the township (town) or village, or other forms of rewards shall be adopted; If they are unemployed urban residents, they shall be paid from the family planning expenses; If it is an urban individual industrial and commercial household, it shall be issued by the administrative department for industry and commerce.

Priority is given to only children and their parents in areas such as nursery school, school enrollment, medical treatment, enrollment, recruitment, conscription, and the division of rural homesteads. When the parents of a single child retire, all localities may provide necessary subsidies according to the actual situation.

In rural areas, when adjusting the responsibility of the land, each parent of the only child shall be divided according to two people (shares); Preferential treatment is given in the distribution of collective economic income and collective welfare; Priority will be given to the recruitment of employees of township (town) and village collective enterprises, poverty alleviation, disaster relief, and loans.

Couples who meet the conditions and are allowed to have a second child, but voluntarily give birth to only one child for life, in addition to enjoying the above-mentioned benefits, shall be given a commendation and a bonus of more than 2,000 yuan, which shall be rewarded by the units of both husband and wife, and by the local people.
