If it's really that simple, it doesn't need to be so troublesome, just a "net user add" command can solve it? This command is equivalent to the Local Users and Groups snap-in and is a modification of the SAM database.
The Windows Recovery Environment simulates a 32MB virtual memory disk (drive letter X:) and the registry loaded is also located on this virtual memory disk, not the local hard disk at all. So even if you can open the MMC snap-in, you can't change it, because C: is not mounted at all
SAM database under Windows System32 Config.
Also, if you try to run "MMC" in the command prompt window of the Windows recovery environment, you will get an error of "no registered category". Although the Windows Recovery Environment has its own independent registry, it does not emulate the full Windows environment.
