On October 30, 1943, China, the United States, the United Kingdom, and the Soviet Union issued the Declaration of Universal Security in Moscow, proposing the need to establish a universal international organization.
From 21 August to 7 October 1944, the Soviet Union, Britain, and the United States, as well as China, Britain, and the United States, held talks at Dumbarton Oaks in Washington, D.C., and drafted the charter for the establishment of a new international organization in Tonbutan in accordance with the spirit of the "Declaration on Universal Security," and adopted the "Proposal on the Establishment of a Universal International Organization." Referring to the name of the international organization, the three countries agreed to name the future international organization "United Nations" using the word "United Nations" used in the 1942 Joint Declaration, a proposal that was finally approved by the San Francisco Constitutional Convention.

On April 25, 1945, more than 280 delegates and more than 1,700 advisers, experts and journalists from 50 countries (Poland did not participate) gathered at the United Nations Conference on International Organizations in San Francisco, United States, at the United Nations Constituent Assembly, which was initiated by the United States, Britain, China, the Soviet Union, and France, and to which the signatories of the Joint Declaration of the United Nations were invited.
The Chinese delegation consisted of 10 people, including Dong Biwu, a representative of the Chinese Communist Party. The Conference drafted the Charter of the United Nations after more than two months of discussions on the basis of the recommendations of the Dumbarton Rubber Plantation Conference. On June 25, delegates unanimously adopted the Charter of the United Nations at the San Francisco Opera.
On June 26, the Constitutional Convention held its final and most solemn agenda in the San Francisco Veterans Memorial auditorium: the signing of the charter by the delegates. In accordance with the procedure agreed upon by the General Assembly, the Chinese delegation was the first to sign. At noon, Dong Biwu wrote his name on the charter with a brush.
The Charter was signed by representatives of all countries, and Poland subsequently signed the Charter, and the 51 signatories became founding Members of the United Nations. On October 24, 1945, after the submission of the instruments of ratification by China, France, the Soviet Union, the United Kingdom, the United States and most other signatory countries, the Charter entered into force and the United Nations was formally established.
In 1947, the United Nations General Assembly decided that 24 October was "United Nations Day".
