According to article 121 of the "Regulations on Disciplinary Sanctions of the Communist Party of China", where there is irresponsibility or negligent management in work, and there is ineffective implementation, inspection, and supervision of the implementation of higher-level decisions and deployments, causing relatively large losses to the interests of the Party, the state, and the people, as well as public property, those directly responsible and those with leadership responsibility are to be given warnings or serious warnings; and where major losses are caused, sanctions of removal from internal Party positions, Party probation, or expulsion from the Party are to be given.

Where the implementation of the concept of innovative, coordinated, green, open, and shared development is ineffective, and the problems within the scope of responsibility are neglected to be supervised, causing relatively large losses or major losses, heavier or heavier punishments are to be given.

2) Conduct in the region, department, system, or unit that openly opposes the Party's basic theories, basic lines, basic programs, basic experiences, and basic requirements, or the Party's and the State's principles and policies, as well as decision-making arrangements.

The Party's accountability work investigates the responsibilities of Party organizations and leading Party cadres for dereliction of duty and responsibility in Party building and the Party's cause

Article 4: Party committees (Party groups) shall perform entity responsibility for comprehensively and strictly administering the Party, strengthen leadership of accountability efforts in that region, department, or unit, and pursue the entity responsibility, oversight responsibility, and leadership responsibility of Party organizations and Party leading cadres who are derelict in their duties and responsibilities in Party building and the Party's cause.

Discipline inspection commissions shall perform special oversight duties and assist Party committees at the same level in carrying out accountability efforts. Discipline Inspection Commission's stationed (dispatched) bodies are to carry out accountability work in accordance with their duties and authority.

Party work organs shall perform oversight duties on the basis of their functions, and carry out accountability efforts in their own organs, systems, and fields.
