EPC should not be carried out in the form of tenders. The energy-saving service company must have full confidence in its own technology to take on the project, because its first cost depends on the money saved by energy conservation, and no one will joke with their own money, right?

The statutory ones are state infrastructure, public utilities, state investment, state financing, foreign aid, etc., and there are tenders for more than a certain contract price.
