The Regulations on the Administration of Registered Fire Engineers were adopted at the meeting of the Minister of Public Security on February 27, 2017, and are hereby promulgated to take effect on October 1, 2017. That is, the official registration starts from the beginning. The registration certificate and practice seal of the registered fire engineer shall be uniformly formulated by the Fire Bureau of the Ministry of Public Security, and organized and produced by the fire department of the provincial public security organ.

After obtaining the fire engineer qualification certificate, it is necessary to be registered before practicing in the name of the corresponding level of registered fire protection engineer.

The registration and approval department of the first-class fire protection engineer: the Public Security Fire Bureau.

The registration and approval department of the second-level fire protection engineer: the fire department of the public security organ of the province, autonomous region and municipality directly under the Central Government (and responsible for the preliminary examination of the qualification registration of the first-class fire protection engineer).

The registration certificate is valid for 3 years.

Class 1 Fire Engineer Registration Process:

1. Application. Personnel applying for registration of a first-class fire engineer certificate shall submit registration application materials to the fire department of the provincial or prefecture (municipal) level public security organ where the unit is located through the employing unit.

2. Acceptance. Procedure: After receiving the registration application materials, the fire department of the public security organ shall issue an acceptance certificate if the application materials are complete and conform to the statutory form; Where it is not accepted, a certificate of inadmissibility shall be issued and the reasons shall be clearly stated. Where the application materials are incomplete or do not conform to the legally-prescribed form, the applicant shall be informed of all the contents that need to be supplemented and corrected on the spot or once within five days, and if the application materials are not notified within the time limit, it shall be accepted from the date of receipt of the application materials.

After accepting the registration application, the fire department of the public security organ at the prefectural and municipal level shall send the application materials to the fire department of the public security organ at the provincial level within three days.

Job responsibilities and authority: Review the application materials transferred by the acceptance personnel in accordance with the review standards. If the standards are met, the application materials shall be submitted to the fire department of the provincial public security organ after signing the opinion.

If the standards are not met, the application materials shall be submitted to the fire department of the provincial public security organ after the review opinions and reasons are clearly stated in writing.

Time limit: If the application materials are incomplete or do not conform to the statutory form, the applicant shall be informed on the spot or once within five days, and the fire department of the prefecture-level public security organ shall send the application materials to the fire department of the provincial public security organ within three days after accepting the application.

3. Approval. Procedure: The fire department of the provincial public security organ shall, within 20 days from the date of acceptance, review the applicant's conditions and registration application materials and make a registration decision. If a registration decision cannot be made within the prescribed time limit, it may be extended for 10 days with the approval of the person in charge of the fire department of the provincial-level public security organ, and the applicant shall be informed of the reasons for the extension.

Time limit: Within 20 days from the date of acceptance, the applicant's conditions and registration application materials shall be reviewed and a registration decision shall be made, and if the registration decision cannot be made, it may be extended by 10 days and the applicant shall be notified.

4. Notification. Procedure: The fire department of the provincial-level public security organ shall issue the registration certificate and practice seal of the corresponding level within 10 days from the date of making the registration decision, and announce it to the public; Where a decision is made not to register, a written decision to refuse registration shall be issued and the reasons shall be clearly stated.

The Ministry of Human Resources and Social Security and the Ministry of Public Security entrust the administrative departments of human resources and social security of provinces, autonomous regions and municipalities directly under the Central Government to issue the Ministry of Human Resources and Social Security uniformly printed by the Ministry of Human Resources and Social Security, and the Ministry of Human Resources and Social Security and the Ministry of Public Security jointly printed the "People's Republic of China Class A Registered Fire Engineer Qualification Certificate". The certificate is valid nationwide.

Initial Registration:

Registration period: The registration certificate and practice seal are valid for 3 years.

Organization and management: fire protection agencies of public security organs of provinces, autonomous regions and municipalities directly under the Central Government.

Initial Registration Conditions:

A) in accordance with the law to obtain the registered fire engineer qualification certificate;

2) Employed by a fire technical service organization or key fire safety unit, and served as the technical leader, project leader or fire safety manager;

3) There are no circumstances listed in Article 23 of these Provisions.

Information Required:

a) Initial registration application form;

2) Copies of the applicant's identification materials, registered fire engineer qualification certificates, etc.;

3) A copy of the copy of the qualification certificate of the fire technical service organization of the employing unit or the certification materials of the key fire safety unit;

4) A copy of the labor contract or employment document signed with the employing unit, and a copy of the social insurance certificate or personnel certificate.

If the employing unit also applies for the qualification of a fire technical service organization, the applicant does not need to provide the materials specified in item 3 of the preceding paragraph.

If the application for initial registration is overdue, the applicant shall also submit proof of meeting the requirements for continuing education.

At present, the fire technical service organization and the registered fire engineer business management system have suspended the relevant license and registration application functions. The fire engineer has temporarily suspended the registration, but this is only a policy adjustment by the state during the transition period, and it is not to permanently cancel the registration.

Obtained a college degree in fire protection engineering, and worked for 6 years, including 4 years in fire safety technology; Or obtain a college degree in fire protection engineering or related majors, and work for 7 years, including 5 years in fire safety technology.

Obtain a bachelor's degree or degree in fire protection engineering, and have worked for 4 years, including 3 years in fire safety technology; Or obtain a bachelor's degree in fire protection engineering or related majors, and work for 5 years, including 4 years in fire safety technology.

Obtained a double bachelor's degree or graduate degree including fire protection engineering, and worked for 3 years, including 2 years in fire safety technology; Or obtain a double bachelor's degree or graduate degree in fire protection engineering related majors, and work for 4 years, including 3 years in fire safety technology.

Obtain a master's degree or degree in fire protection engineering, and work for 2 years, including 1 year in fire safety technology; Or obtain a master's degree or degree in fire protection engineering or related majors, and have worked for 3 years, including 2 years in fire safety technology.

Obtain a doctorate degree or degree in fire protection engineering, and have been engaged in fire safety technology for at least 1 year; Or obtain a doctoral degree or degree in fire protection engineering or related majors, and have been engaged in fire safety technology for at least 2 years.

For those who have obtained the corresponding academic qualifications or degrees in other majors, their working years and the working years in fire safety technology will be increased by 1 year.

Obtained a technical secondary school degree in fire protection engineering, and has been engaged in fire safety technology for 3 years; Or obtain a technical secondary school degree in fire protection engineering related majors, and have been engaged in fire safety technology for 4 years.

Obtained a college degree in fire protection engineering, and has been engaged in fire safety technology for 2 years; Or obtain a college degree in fire protection engineering or related majors, and have been engaged in fire safety technology for 3 years.

Obtain a bachelor's degree or degree in fire protection engineering, and have been engaged in fire safety technology for 1 year; Or obtain a bachelor's degree or degree in fire protection engineering or related majors, and have been engaged in fire safety technology for at least 2 years.

For those who have obtained the corresponding academic qualifications or degrees in other majors, the number of years they have been engaged in fire safety technology will be increased by 1 year. or grip.

Registered fire engineer refers to the professional and technical personnel who have obtained the qualification certificate of the corresponding level of registered fire engineer through the examination and are engaged in fire technical consultation, fire safety assessment, fire safety management, fire safety technical training, fire protection facility testing, fire accident technical analysis, fire protection facility maintenance, fire safety monitoring, fire safety inspection and other fire safety technical work.

Registered Fire Engineer Exam Question Types:

Question type of the first-class registered fire engineer examination: The examination question type of "Fire Safety Technical Practice" and "Comprehensive Ability of Fire Protection Technology" is objective. Multiple choice questions require you to choose the most appropriate option from the alternatives as your answer.

In the "multiple-choice question", there are two or more options that match the meaning of the question, and no points will be awarded for the wrong choice; Missed selection, each selected topic is scored. In all multiple-choice questions, there are 80 multiple-choice questions, each worth 1 point; 20 multiple-choice questions, each worth 2 points.

The question type of the subject test is 6 subjective questions, and the subjective question is a comprehensive case analysis question. The total marks of the three subject papers are 120 points.

Question type of the second-level registered fire engineer exam: The question type of the subject of "Comprehensive Ability of Fire Protection Technology" is objective. Multiple choice questions require you to choose the most appropriate option from the alternatives as your answer.

In the "multiple-choice question", there are two or more options that match the meaning of the question, and no points will be awarded for the wrong choice; Missed selection, each selected topic is scored.

Short-answer questions are briefly based on the questions in the question. In the total number of multiple-choice questions, there are 50 multiple-choice questions, each worth 1 point; 15 multiple-choice questions of 2 marks each, and 5 short-answer questions of 4 marks each. The question type of the subject test of "Fire Safety Case Analysis" is subjective, and the subjective question is a comprehensive case analysis question.

The total mark of the two subject papers is 100 marks.
