The Eight Departments of the Puppet Manchukuo are located near Xinmin Avenue in the center of Changchun, including the eight major institutions of the puppet Manchukuo (the Ministry of Public Security, the Ministry of Justice, the Ministry of Economy, the Ministry of Communications, the Ministry of Agriculture, the Ministry of Culture and Education, and the Ministry of Health), which were built in 1936. The architectural style of each of the eight buildings is different, focusing on the Western style, including the magnificent appearance of the building, and the courtyard of the slag arch of the vertical stove hall. On both sides of Xinmin Street, there are tall and straight poplar trees, and these eight unique buildings loom among the bustling green trees, decorating this street elegantly and cleanly.
The "Eight Majors" were basically completed in 1936, only Puyi's "New Palace" (now the Geological Palace) only completed the underground part, and the splendid palace was completed at the beginning of liberation. The palace is full of simplicity in the gorgeous, the palace roof of the emerald green glazed tiles, and the six tall red pillars make the whole palace solemn and majestic. The palace covers an area of hectares.
The square in front of the hall has been converted into a cultural square, which is an ideal place for people to see and relax, and the green lawn, the white square pigeons and the magnificent sculpture sunbird attract a large number of visitors every day. Standing on the central axis of the palace and looking south, a wide and straight street is directly inserted into Nanhu Park, about 60 meters wide, flanked by tall poplars, and the middle line flower beds are pine, cypress, and lilac tree belts, leading to the street like a green corridor. The "Eight Departments" office buildings are located on both sides of the street.
The Puppet Manchurian Comprehensive Law Office (now the 461 Hospital of the Chinese People's Liberation Army), adjacent to Nanhu Park, covers an area of more than 100,000 square meters, with a central tower-like roof, embedded with purple glazed tiles, and the exterior wall is veneered with coffee-colored bricks, with a novel and unique design and a rounded curved appearance. It is the highest judicial organ of the puppet Manchu state and one of the main tools of the Japanese imperialist and puppet regimes to suppress the Chinese people, and the building is equipped with 10 kinds of torture instruments such as torture rooms and human hanging machines. Countless outstanding sons and daughters of China were innocently killed here.

According to the "Great New Kyoto City Plan", most of the office buildings of its administrative organs were arranged in and around Shuntian Avenue (now Xinmin Street, Chaoyang District, Changchun City, Jilin Province, China) and its vicinity, forming a "Guanting Street" with office buildings arranged along both sides of a boulevard 1,500 meters long and 60 meters wide (** with a ribbon garden in the center of the street). The north end here is the construction land of the new palace of Manchukuo (Puyi's new palace), the office buildings of the Ministry of Manchukuo and the Ministry on both sides of the street to the south, and the comprehensive legal office building next to the Anmin Square (now Changchun Xinmin Square) at the south end. Most of the buildings in the large office complex were built around 1932 to 1936, and these buildings all adopt traditional Chinese and Japanese roof styles, which are called Xingya style buildings with oriental architectural characteristics.
They have spacious land, elegant and quiet environment, magnificent shapes, each with its own characteristics, well-preserved, and are hidden in a large area of green trees, constituting a representative block of the garden city style of Manchukuo's "national capital construction".
This long strip of scenic area is commonly known as the "Eight Great Departments" by the locals, and is now listed as a national key scenic spot in China. Located at the north end of the central axis, the new palace started construction in September 1938, after the outbreak of the Pacific War, due to financial constraints, only the underground part of the main palace of the new palace was completed in 1945, and in 1953, a palace-like building with a construction area of 30,000 square meters was built on this basis, which was used as a teaching building of Changchun Institute of Geology (now Changchun Geological Palace, Chaoyang Campus of Jilin University), and now has a geological museum. The front of the Geological Palace was originally planned as a palace square covering an area of 180,000 square meters, called Shuntian Square, and was transformed into a grassy Changchun Cultural Square in 1996.
