5. Project approval process:

In order to give full play to the role of local organizational units, improve work efficiency, strengthen the main responsibility of local implementation, and further strengthen the standardization and scientific management of the organization and implementation of the science and technology benefit plan, the Ministry of Science and Technology and the Ministry of Finance have sorted out the possible adjustments in the process of project implementation, and put forward specific disposal opinions, as a supplementary provision of the "Science and Technology Benefit Plan Management Measures (Trial)", please follow the implementation.
1.If the project objectives and tasks are increased or decreased, the project lead unit shall report to the grassroots organization unit for review, the grassroots organization unit shall report to the provincial organization unit for approval, and the provincial organization unit shall report to the Ministry of Science and Technology for the record.
2.If the project undertaking unit and its project (topic) person in charge are adjusted, they shall be reviewed by the grassroots organization unit and submitted to the provincial organization unit for approval.
3.If the project cannot be accepted on time, the grassroots organization unit shall report to the provincial organization unit for approval 3 months before the expiration of the project implementation, and the provincial organization unit shall report to the Ministry of Science and Technology for the record.
4.If the above adjustments occur in the project and involve budget adjustments, they shall be implemented in accordance with the "Measures for the Management of Funds for the Science and Technology Benefiting the People".
