2, the postal administration shall, within 45 days from the date of acceptance, review and verify the application materials, and make a decision to approve or not to approve. If approved, the "Express Business License" will be issued; if the application is not approved, the applicant shall be notified in writing and the reasons shall be explained;
3. Enterprises that have obtained express business licenses to set up branches, business departments and other unincorporated branches shall register with the industrial and commercial administrative department where the branch is located with the express business license (copy) of the enterprise legal person and the attached branch directory. Within 20 days from the date of obtaining the business license, the branch of the enterprise shall go through the filing procedures with the postal administration below the provincial level where it is located;
4. The following materials shall be submitted to the postal administration: the application for receiving the express business license; Approval or filing documents of the competent foreign authorities; Business execution license issued by the administrative department for industry and commerce in accordance with the law; Directory of branches.

21st express delivery business enterprises in any of the following circumstances, postal authorities shall cancel the express business license and announcement: (A) express business license expired without renewal; (2) The enterprise's legal person status is terminated in accordance with law; (C) the express business license has been revoked or withdrawn in accordance with law, or the express business license has been revoked in accordance with law; (4) Other circumstances provided for by laws and regulations. 22nd express delivery business enterprises in any of the following circumstances, postal administration should announce the annulment of the express business license:
A) the express business license within the validity period of the business to stop business, take the initiative to return the "express business license"; (B) the express business license within the validity period of the business stop operating for more than 6 months, was ordered by the postal administration to return the express business license, but refused to return or overdue returns; (C) other circumstances stipulated by the postal administration.
