The regulations on the management of survey and design of construction projects stipulate:
Article 7 The State shall implement a qualification management system for units engaged in construction engineering survey and design activities. The specific measures shall be formulated by the competent administrative department of construction in conjunction with the relevant departments.
Article 8 Construction engineering survey and design units shall, within the scope permitted by their qualifications, undertake construction engineering survey and design business. It is forbidden for construction engineering survey and design units to go beyond the scope of their qualifications or to undertake construction engineering survey and design business in the name of other construction engineering survey and design units. It is forbidden for construction project survey and design units to allow other units or individuals to undertake construction project survey and design business in the name of their own units.
Article 9 The State shall implement a system for the registration of professional qualifications for professional and technical personnel engaged in construction engineering survey and design activities. Unregistered construction engineering survey and design personnel shall not engage in construction engineering survey and design activities in the name of registered practitioners.
Legal liability: Article 35 Anyone who violates the provisions of Article 8 of these Regulations shall be ordered to stop the illegal act, and shall be fined not less than one time but not more than two times the survey fee and design fee agreed in the contract, and shall have confiscated any illegal gains; It can be ordered to suspend business for rectification and reduce the qualification level; where the circumstances are serious, the qualification certificate is revoked. Those who have not obtained a qualification certificate to contract a project shall be banned and fined in accordance with the provisions of the preceding paragraph; where there are unlawful gains, they are to be confiscated.
If the qualification certificate is obtained by fraudulent means to contract the project, the qualification certificate shall be revoked and a fine shall be imposed in accordance with the provisions of the first paragraph of this article; where there are unlawful gains, they are to be confiscated.

(7) Organize the preparation and implementation of the yearly, quarterly and monthly construction plan of the project, participate in the completion acceptance, handle the completion settlement, and be responsible for the liquidation of the project payment, creditor's rights and debts. (8) Submit various reports in a timely manner, report the project status and report major matters to the head office on a regular basis.
9) Organize the collection and sorting of completion acceptance data and engineering economic and technical data, and submit them to the head office for filing at the end of the project. (10) Accept the supervision, inspection, audit and assessment of the project by the head office. (11) The project manager is the first person responsible for the corporate image of the project, and is responsible for the civilized construction site construction of the project and the spiritual civilization construction of the construction personnel.
12) Assist the head office in the application for project awards. (13) Project follow-up, information feedback and participation in the bidding activities of the follow-up project. (14) The project is closed and the aftermath is dealt with.
