Guangdong Province implements the "Fire Protection Law of the People's Republic of China".
Adopted at the 13th meeting of the Standing Committee of the 9th Guangdong Provincial People's Congress on November 27, 1999, amended at the 20th meeting of the Standing Committee of the 11th Guangdong Provincial People's Congress on July 23, 2010, and amended at the 41st meeting of the Standing Committee of the 13th Guangdong Provincial People's Congress on March 29, 2022).
Chapter I: General Provisions.
Article 1 In order to implement the Fire Protection Law of the People's Republic of China, combined with the actual situation of the province, these measures are formulated.
Article 2 These measures apply to fire protection work and related emergency rescue work within the administrative area of this province.
Article 3 The fire protection work implements the principle of prevention first and prevention and elimination combined, adheres to the principle of unified leadership, supervision by departments according to law, overall responsibility of the unit, and active participation of citizens, implements the fire safety responsibility system, and establishes and improves the socialized fire protection work network.
Article 4 The people at all levels are responsible for the fire protection work within their respective administrative areas.
The people's emergency management department at or above the county level shall supervise and manage the fire protection work within its administrative area, and the people's fire and rescue agency at the same level shall be responsible for the implementation; Other relevant departments shall, within the scope of their respective duties, do a good job of fire protection in accordance with the law.
Article 5 The people at all levels and their relevant departments and social organizations, enterprises, institutions and other units shall organize and carry out regular publicity and education on fire protection laws, regulations and fire safety knowledge, help citizens master fire prevention, fire extinguishing and escape methods, and enhance citizens' awareness of fire safety and the concept of fire protection rule of law.
Newspapers, radio, television, the Internet and other news should carry out targeted fire protection publicity and education, and normalize the release of fire protection public welfare publicity information.
During the Fire Protection Day on November 9 every year and the Fire Protection Publicity Month in November every year, the people at all levels and relevant departments shall organize and carry out activities such as the popularization of fire safety knowledge, fire safety training, and fire drills in accordance with the law, so as to enhance the ability of self-defense and self-rescue.

The people at all levels shall organize and carry out regular fire propaganda and education to improve citizens' awareness of fire safety. Organs, groups, enterprises, institutions and other units shall strengthen the publicity and education on fire protection for the personnel of their units. The Ministry of Emergency Management and fire rescue agencies shall strengthen the publicity of fire protection laws and regulations, and supervise, guide and assist relevant units to do a good job in fire protection publicity and education.

Graduates of ordinary institutions of higher learning who have not been employed by the state in 2020 and 2021 who have not secured a job at the time of leaving school and during the career selection period (the state stipulates that the career selection period is two years) may be treated as fresh graduates if their household registration, files, and organizational relationships are still retained in the original school from which they graduated, or in the departments in charge of graduate employment at all levels (graduate employment guidance service centers), talent exchange service agencies at all levels, and public employment service institutions at all levels;
3. Must be retired soldiers of the People's Liberation Army or the Armed Police Force (including firefighters who have retired from the national comprehensive fire and rescue team), mainly retired conscripts of combat units.
Article 16 of the Fire Protection Law of the People's Republic of China.
Organs, groups, enterprises, institutions and other units shall perform the following fire safety duties:
1) Implement the fire safety responsibility system, formulate the fire safety system and fire safety operation procedures of the unit, and formulate fire extinguishing and emergency evacuation plans;
2) Configure fire-fighting facilities and equipment in accordance with national standards and industry standards, set up fire safety signs, and regularly organize inspection and maintenance to ensure that they are intact and effective;
3) Conduct a comprehensive inspection of building fire protection facilities at least once a year to ensure that they are intact and effective, and the test records shall be complete and accurate, and archived for future reference;
4) Ensure that evacuation passages, safety exits, and fire truck passages are unblocked, and ensure that fire and smoke prevention partitions and fire spacing meet fire protection technical standards;
5) Organize fire prevention inspections and eliminate fire hazards in a timely manner;
6) Organize targeted fire drills;
7) Other fire safety duties as provided by laws and regulations.
The main person in charge of the unit is the person responsible for fire safety of the unit.
