The position and rank of a civil servant are the basis for determining the salary and other benefits of a civil servant.
The rank of civil servants is determined on the basis of the position they hold and their integrity, performance and qualifications. Civil servants in the same position may be promoted in accordance with State regulations.
Article 20: On the basis of the work characteristics of the people's police, customs, and civil servants stationed abroad, the state is to set up ranks corresponding to their positions.
