2. Conditions for the settlement of "public households".

Persons with household registration in our city who meet one of the following circumstances (excluding student household registration, Beijing office household registration, postdoctoral household registration and other restricted household registration personnel in the city) can apply for "public household" settlement at the police station where their household registration is located:

1) The applicant must move out of the household registration due to the transaction of housing property rights, but he/she or his/her spouse or other immediate family members (other immediate family members include parents, children, grandparents, and grandchildren. The same below) has no legal property rights in the city, and the household registration cannot be moved out;

2) The hukou must be moved out after the divorce, but the person, spouse or other immediate family members do not have legal property rights in the city, and the hukou cannot be moved out;

3) The current unit has no collective household, and the person, spouse or other immediate family members do not have legal property rights housing in the city, and the household registration cannot be moved out;

4) Where the current housing rights holder applies to move out of the original household due to a change in the ownership of a housing transaction or a change in the right to lease public housing, and the original household refuses to move out without a legitimate reason;

5) Where one of the biological parents of a newborn is registered in a "public household" in this city, and the newborn is unable to declare birth registration at another address in this city, the birth registration may be declared in the "public household" where the biological parents' household registration is located;

6) For other special reasons, it is not possible to handle the relocation of household registration within the city.

Article 4 The household registration authority shall establish a household registration book. In cities, on water, and in towns with public security police stations, each household shall be issued a household registration booklet. In rural areas, cooperatives are issued household registration books; Accounts other than cooperatives are not issued with a household register.

The household register and the matters registered in the household register have the effect of proving citizenship.

Article 5 Household registration is based on households. If the person who lives together with the main person in charge of the expulsion is to be established as a household, the person in charge shall be the head of the household. If you live alone, you will be the head of your own household.
