Subsequently, the shady scenes behind Tian Yakui's case were investigated: Ruixing Company asked Yu Bing, director of the Internet Supervision Department of the Beijing Municipal Public Security Bureau, to frame competitors through false reports, false losses, and false identification.

Yu Bing was investigated by the Beijing Municipal Commission for Discipline Inspection, and Zhao Sizhang, vice president of Ruixing, was arrested.

Two. Background information.

At the beginning of 2003, Liu Xu, then the president of Ruixing, resigned after a fierce conflict with Chairman Wang Xin. In May 2003, Guangming ** published two articles: one was written by a correspondent after interviewing Liu Xu, titled "Antivirus software has major defects, China should take the initiative to develop active defense technology"; Another article is a signed article published by Liu Xu as an 863 expert, titled "Active Virus Defense is Not a Fantasy".

On January 27, 2005, Liu Xu established Oriental Micropoint, and successfully developed "active defense" products in March. Active defense technology: Traditional antivirus software has a fatal flaw, that is, through virus signature codes, it can only detect and kill known viruses, but cannot check unknown viruses, so antivirus software has fatal defects; However, active defense is judged by the behavioral characteristics of the virus program, and unknown viruses can also be detected and killed.

Liu Xu believes that Ruixing must have felt the threat of Dongfang Micropoint. Three. Cause of the incident.

In July 2005, Yu Bing, the former director of the Public Information Network Security Supervision Department of the Beijing Municipal Public Security Bureau, accepted the request of Beijing Ruixing and instructed Zhang Pengyun, the person in charge of the Internet Supervision Department, to investigate and deal with Micropoint's anti-virus business. In the same month, Zhang Pengyun and Qi Kun, the public security officer of the Network Supervision Department, went to the Beijing Smart Management Consultant **** and Beijing Jianqiao ** Co., Ltd. **** Beijing Management Department according to Yu Bing's arrangement, and demanded that the two companies each issue false materials with a loss of 100,000 yuan when there was no loss of computers in the two companies.

In September 2005, due to the lack of reporting materials, Yu Bing instructed Zhang Pengyun and Qi Kun to go to Beijing Jiangmin, Beijing Jinshan, and Beijing Venustech to persuade these companies to issue false virus outbreak reports. Yu Bing also instructed Zhang Pengyun to assess the relevant losses through the Zhongrunhua Accounting Firm. The accounting firm was recommended by Zhao Sizhang, deputy general manager of Ruixing, and its partner was Zou Zhiwen, independent supervisor of Ruixing.
