Since the 50s of the 20th century, the development of acupuncture medicine in the world has entered a new stage, which is the stage of combining traditional acupuncture and moxibustion with modern science and technology. At this stage, acupuncture will not be replaced by Western medicine, nor will it become a vassal of Western medical physics, but will be further improved along its own development path.

    By the 70s and 80s, acupuncture medicine has attracted more and more attention from the medical community in various countries, and the number of doctors and scholars who study, apply and study acupuncture is increasing day by day. Acupuncture has spread to more than 120 countries and regions, many countries have established acupuncture academic organizations, and international acupuncture academic exchanges are becoming more and more frequent. With the advent of the "acupuncture boom" in the world, some people of insight in the acupuncture and moxibustion circles of various countries agree that the establishment of a worldwide acupuncture and moxibustion academic joint organization has become a direct need to promote the development of acupuncture and moxibustion medicine in the world.

    In December 1982, at a working meeting on meridian acupoints held by the Western Pacific Regional Office of the World Health Organization in Manila, some national acupuncture scholars proposed to prepare for the establishment of the World Acupuncture Federation, and agreed to make preliminary preparations headed by Professor Kentaro Takagi of Japan. Since China is the birthplace of acupuncture and moxibustion, the international acupuncture community has repeatedly called on China to play an important role in international acupuncture and moxibustion academic activities, and take the lead in establishing a worldwide acupuncture organization, with an office in Beijing, in order to unite acupuncture groups from all over the world and jointly promote the development of acupuncture and moxibustion.

    In June 1984, the meeting was held in Kyoto, Japan, and the conference adopted the opinions of Chinese acupuncture and moxibustion scholars, and decided to take advantage of the opportunity of holding the second National Symposium on Acupuncture, Moxibustion, Acupuncture and Anesthesia in China, and invited scholars from major countries and regions in the world to establish the Preparatory Committee of the World Acupuncture Federation. In August of the same year, the Preparatory Committee of the World Acupuncture Federation was formally established in Beijing.

    On November 22, 1987, the inaugural meeting of the World Acupuncture Federation and the first World Acupuncture Academic Conference were held by the Chinese Acupuncture and Moxibustion Association as the host, and the World Acupuncture Federation was established in Beijing. A total of 57 corporate members (including 5 international associations) were admitted to the first General Meeting, who were located in nearly 100 countries and regions, with Asia, Europe and the Americas being the majority. There are 57 group members representing more than 37,000 acupuncture practitioners.

    The General Assembly adopted the Constitution of the World Needle Federation and the Code of Ethics of the World Needle Federation.
