4) The Beijing Entry-Exit Inspection and Quarantine Bureau shall, in accordance with the regulations, review the application materials and evaluation opinions, and make a decision to approve or disapprove the license. If the license is granted, a health registration certificate or health registration certificate shall be issued; where permission is not granted, the reasons are to be explained in writing.
