Relevant requirements: 1. The national curriculum for primary and secondary schools must use the textbooks in the catalog attached to this document (except for the subjects and grades of special education schools that do not have new textbooks, and the teaching books of the national curriculum for primary and secondary schools in Shanghai shall be implemented according to the plan approved by our ministry). The use of primary and secondary school textbooks should remain relatively stable, and if it is really necessary to change the version of textbooks, it should be carried out in strict accordance with the relevant provisions on the selection of primary and secondary school textbooks.
3. All localities can purchase supporting digital audio-visual materials according to local conditions and students' needs. Textbook publishers are encouraged to provide free digital audio-visual materials supporting textbooks by means of the Internet. The national unified Chinese textbooks for primary and secondary schools are equipped with a "Chinese Demonstration Reading Library for Primary and Secondary Schools" for voluntary purchase by all localities on demand.
The purchase of free textbooks shall be carried out in accordance with the Textbook 2017 Document No. 1.
4. The provincial-level education administrative departments should strengthen the inspection of the use of teaching materials, and strictly deal with the places and schools that fail to select and use teaching materials in accordance with relevant regulations, and order corrections.
All provincial-level education administrative departments shall, in accordance with the requirements of this notice, pay close attention to the work of teaching books for primary and secondary schools in 2020, and officially report the selection of local textbooks in the fall of 2020 to the Textbook Bureau of our Ministry before August 31, 2020. Our department will conduct spot checks on the selection of teaching materials in various places in a timely manner.
