3. At the national level: vigorously develop the tertiary industry, reduce the proportion of industry (manufacturing) but provide industrial production efficiency, (many developed countries are relocated domestic enterprises with high pollution, high energy consumption and high emissions to refer to developing countries or poor countries, while developing their own tertiary industries and high-tech enterprises such as the United States).
