In the late 90s, many European cities faced increasing air and noise pollution due to cars, which led many countries to promote the movement of not driving in cities.
On September 22, 1998, citizens of 35 cities in France voluntarily abandoned their private cars on this day, which became France's "Car-free Day" and was destined to be a far-reaching day.
A year later, on September 22, 1999, 66 French cities and 92 Italian cities participated in the first "Car-Free Day". In February 2000, the first of its kind in France, the Car-Free Day initiative, was incorporated into the framework of the EU's environmental policy. In just a few months, the 14 member states of the European Union and 12 other European countries have decided to join the European Car-Free Day campaign.
On 22 September 2000, 70 million people and 760 cities participated in the European Car-Free Day.
Car-free Day activities are also underway in Chinese cities: in 2001, Chengdu became the first city in China and the second in Asia to host a car-free day; In 2002, Taipei also chose September 22 as a car-free day.

September 22, 2007 was the first "City Car-Free Day". Xi'an and 107 cities across the country have held urban public transport week and car-free day activities at the same time. On the same day, Xi'an implemented traffic control on the four main streets in the east, west, north and south of the city, and from 7 a.m. to 7 p.m., except for buses, car rentals and special vehicles, other vehicles were prohibited from passing.
Every year on World Car-Free Day, the Ministry of Transport and the Ministry of Housing and Urban-Rural Development will issue an initiative, and local traffic management departments and public transport agencies will also call on citizens to use public transportation, ride or walk.
The car-free day makes the general public fully realize the importance of choosing a green travel mode with low energy consumption, low pollution and low emission is conducive to health, improving urban traffic congestion, promoting the healthy development of public transportation, and creating a new urban transportation pattern with harmonious development of people and vehicles.
