According to Article 51 of the Rules for the Carriage of Passenger Baggage by Civil Aviation of China:
The amount of compensation for total or partial damage or loss of the passenger's checked baggage shall not exceed RMB 50 per kilogram. If the value of the baggage is less than 50 yuan per kilogram, the compensation shall be based on the actual value. Excess baggage fees collected will be refunded.
