The order here is important, as Wang Hui's commentary says:

People are the foundation, and the time and place are favorable. The three are equipped with them, and then they discuss raising troops. The military must be able to do so, and it will be able to then practice the law. ”

There is a little bit of the taste of man conquering the sky; In the past, people always talked about the right time, place and people, but Sun Tzu believed that the most important thing was people; And people can develop on their own; In the process of development, the right time and place are external conditions, or constraints; Therefore, the first is to seek inwardly;

Then there is the operation to consider the external conditions, the time and place are favorable; But we must first do a good job in the basic skills, that is, people, and so on, and wait for the right time and place, and strive to hit the right one; There is a meaning here to be patient;

In the end, it is what generals to send, that is, the selection of personnel, and the "law", that is, the rules.
