National Registered Constructor, Constructor Registration Conditions

Conditions for Builders to Apply for Registration:

(1) After the examination or examination to obtain the construction engineer qualification certificate, (those who do not meet the examination registration conditions but obtain the qualification certificate through the examination shall not apply for registration).

2) Employed by a relevant unit, the applicant shall be employed by an enterprise with construction engineering construction or survey, design, supervision, bidding, and cost consulting qualifications, and sign a labor contract with the employing enterprise in accordance with the law.

3) Meet continuing education requirements.

4) There is no circumstance that is not allowed to be registered as stipulated in the "Regulations on the Administration of Registered Constructors".

Initial registration can apply within 3 years from the date of issuance of the qualification certificate, and those who fail to apply within the time limit must meet the requirements of continuing education in this major before applying for initial registration.

Constructors are divided into first-class constructors and second-level constructors, which are referred to as first and second constructors, respectively, and the requirements for the two different levels of certificate examinations are different, and they need to be distinguished according to specific circumstances.

A constructor is a licensed registered person who relies on professional technology and focuses on project management, mainly in construction management. Constructors are compound personnel who understand management, technology, economy, laws and regulations, and have high comprehensive quality, and must not only have theoretical level, but also have rich practical experience and strong organizational ability. The Class 1 Constructor Examination began in 2004 and the Constructor Practice Registration officially began in 2008.

Application conditions for first-class constructors:

All those who abide by the laws and regulations of the country. Those who meet one of the following conditions can apply to take the first-class construction engineer qualification examination.

1. Obtain a college degree in engineering or engineering economics, and work for 6 years, including 4 years in construction project management.

2. Obtain a bachelor's degree in engineering or engineering economics, work for 4 years, and be engaged in construction project management for 3 years.

3. Obtain a double bachelor's degree or graduate degree in engineering or engineering economics, and work for 3 years, including 2 years in construction project management.

After obtaining the certificate of the constructor, the application for registration shall be submitted through the employing unit, and the application materials can be submitted to the competent department of housing and urban-rural construction of the province, autonomous region and municipality directly under the Central Government where the industrial and commercial registration of the unit is located, and the registration shall be successful after the approval of the relevant departments.

Shen Lingyin's petitioner shall submit the following materials:

1. Application Form for Initial Registration of Constructors;

2. Original and photocopy of qualification certificate, academic certificate and ID card;

3. The original and photocopy of the employment labor contract signed between the applicant and the employing enterprise or the certificate of labor, personnel and wage relationship issued by the applicant's enterprise;

4. The original and copy of the qualification certificate of the employing enterprise;

5. If the application for initial registration is overdue, the original and photocopy of the certification materials for meeting the requirements of continuing education shall be provided;

6. If the enterprise at the time of registration is inconsistent with the enterprise at the time of registration, the original spine and copy of the dismissal certificate issued by the enterprise registered for the examination shall be provided.
