Isn't this "to build a house" also the reason for building a house? At this time, because all the belongings for building a house are available, that is, "everything is ready", then the cause for building a house has arrived, and this is "the origin of all the laws".

It's our Buddha-nature. From this point of view, all dharmas are manifestations of their own nature.
The Buddha spoke through the two truths. One of the two truths is the first truth, which is to analyze the path to liberation based on Buddha-nature; The second is the worldly truth, that is, the worldly dharma (such as size, good and bad, beauty and ugliness, good and evil, etc.) to analyze Buddha nature and the path of truth-seeking.
Because the Buddha-nature is all-encompassing and all-encompassing, the law of the world is dependent arising voidness (arising from dependent conditions but nature is void). This self-nature and dependent voidness are like the relationship between electricity and electric light. Electricity can't be seen or touched, and we only know that electricity exists when the lights are on, but if there is no electricity, the lights will not be on.
It is the relationship between self and dependent origination.

Among the sutras, those who belong to the system of dependent origin theory include the sutras such as Huayan, Jie Shen Tantra, Ranga, and Shenghu, as well as the theories of initiation, treasure, yogi land, consciousness, and Kusha. The main purpose of the theory of initiation is to explore the origin of the development of the laws, so its research direction is temporal (vertical), and tends to be rational and interpretive. The theory of dependent origination is the theory of 'existence', which advocates that 'there is real emptiness', which is the theory of expressing virtue.
