Shen Zui, the director of the General Affairs Department of the Military Command, personally drove a jeep to inspect everywhere, and finally selected the Dregs Cave as the new site for the prisoners in the detention center of the former Bai Mansion.

In July 1946, Xifeng Prison and Wanglongmen Detention Center were abolished, and Xifeng, Wanglongmen, and Wanglongmen Prison and Detention Center were merged into Zhadongdong Prison and Detention Center, and all the detainees of the former Xifeng and Wanglongmen Prison and Detention Center were withdrawn and merged into Zhadong Prison and Detention Center.

After the abolition of the Sino-American Cooperation Center, the prisoners were relocated in April 1947, and the Dzha Cave Prison was merged into the Bai Mansion Detention Center, but it was temporarily abandoned.

In December 1947, the prisoners were re-incarcerated in Zhachudong, known as the "Second Detention Center of Chongqing Xingyuan No. 2". The people detained were mainly people from the education and press circles arrested during the "June 1 Arrest" in 1947, the first people in the underground armed case of the "Little People's Revolution", the first person who was captured and the first person in the three armed uprisings in eastern Sichuan, the first person in the "Advance Daily" incident, and the members of the Chuandong and Chuankang branches of the Kuomintang Revolutionary Committee, etc., and at most more than 300 people were imprisoned. At the end of November 1949, on the eve of the liberation of Chongqing, more than 200 revolutionaries imprisoned here were killed.
