Origins of the International Telecommunication Union.

A brief history of ITU.
The history of the ITU dates back to 1865. On May 17, 1865, representatives of 20 European countries, including France, Germany, Russia, Italy, and Austria, signed the International Telegraph Convention in Paris, and the International Telegraph Union (ITU) was established. Origin of World Telecommunication Day.
On 17 May 1969, the 24th Administrative Council of the International Telecommunication Union formally adopted a resolution to designate 17 May, the founding date of the International Telecommunication Union"World Telecommunication Day"and requested Member States to commemorate the commemoration on 17 May of each year from 1969 onwards.
