Article 73 Roads within building zoning shall be jointly owned by the owners, except for those that belong to urban public roads. The green space in the building zoning belongs to the owners in common, except for the urban public green space or the individual that is expressly indicated. Other public places, public facilities and property service rooms within the building zoning belong to the owners in common.

Article 74: Within building zoning, parking spaces and garages planned for parking cars shall first meet the needs of the owners.

In the building zoning, the ownership of the parking spaces and garages planned for parking cars shall be agreed upon by the parties through **, gifts or leases.

Parking spaces that occupy roads or other sites jointly owned by the owners for parking cars belong to the owners in common.

Article 76 The following matters shall be jointly decided by the owners:

1) Formulate and revise the rules of procedure of the general meeting of owners;

2) To formulate and revise the regulations for the management of buildings and their ancillary facilities;

3) To elect the owners' committee or replace the members of the owners' committee;

4) Selecting and dismissing property service enterprises or other managers;

e) Raise and use funds for the maintenance of buildings and their ancillary facilities;

6) To reconstruct or reconstruct buildings and their ancillary facilities;

7) Other major matters related to co-ownership and co-management rights.

Decisions on the matters provided for in items 5 and 6 of the preceding paragraph shall be subject to the consent of the owners of the exclusive part accounting for more than two-thirds of the total area of the building and accounting for more than two-thirds of the total number of owners. Decisions on other matters in the preceding paragraph shall be made with the consent of the owners of the exclusive part accounting for more than half of the total area of the building and the owners accounting for more than half of the total number of people.

Regarding the parking in the community, Article 74 of the Property Law. Provisions were made. The owner can decide to charge everyone who uses the parking space, or they can decide to charge only for outside vehicles, or they can decide not to charge at all.
