Under the leadership of the Council, the China Society for Sustainable Development has set up seven working committees according to the needs of the work: organization, academic, science popularization and publicity, training, social development comprehensive experimental area, and international exchange and cooperation. According to the needs of academic work, five academic professional committees have been set up, including human settlements, water problems, disaster reduction, sustainable agriculture, and ecological environment, to organize forces to focus on solving major issues related to China's sustainable development.

The China Society for Sustainable Development is a national academic social organization composed of experts, scholars, scientific and technological and management workers and a small number of entrepreneurs who support the leadership of the Communist Party of China and care about sustainable development issues such as Chinese population, resources and environment. The China Society for Sustainable Development, formerly known as the Chinese Society for Social Development Sciences, was established on October 23, 1991 with the approval of the Ministry of Civil Affairs. The inaugural meeting was held at the Great Hall of the People in Beijing on January 14, 1992. On May 10, 1995, the Ministry of Civil Affairs approved the renaming of the Chinese Society for Social Development Research as the China Society for Sustainable Development. In order to strengthen the leadership of research opportunities, on March 10, 1997, with the approval of the Ministry of Civil Affairs, it was agreed that Comrade Deng Nan, deputy director of the State Science and Technology Commission, would continue to serve as the chairman of the China Society for Sustainable Development.
With the mission of improving China's sustainable development theory, the China Society for Sustainable Development actively organizes and unites people from all walks of life engaged in sustainable development at home and abroad, conducts publicity, research and exchange of results on sustainable development theory, accelerates the transformation process of scientific research results, and contributes to the prosperity of China's sustainable development science and technology.

Agenda 21, adopted by the United Nations Conference on Environment and Development in June 1992, decided to consider the establishment of a "Commission on Sustainable Development" at the 47th session of the United Nations General Assembly in 1992. At the organizational session of the Economic and Social Council on 12 February 1993, the Commission was formally established as a functional commission under the ECOSOC of the United Nations.
The Committee is composed of 53 States elected from each continent for a three-year term of office from among the States Members of the United Nations and the States members of the specialized agencies, in accordance with the principle of "equitable geographical distribution". 11 countries in Asia, 13 countries in Africa, 10 countries in Latin America, 6 countries in Eastern Europe, and 13 countries in Western Europe and other regions. The Committee meets once a year to discuss issues related to HED.

The specific functions of the Commission on Sustainable Development include: tracking the progress made by the United Nations system in implementing Agenda 21 and closely integrating environment and development; Taking into account the information provided by States on the implementation of the Agenda, including the issues faced by countries in this regard, such as financial resources, technology transfer, etc.; To consider the progress made in the implementation of the Agenda, including the provision of financial resources and technology transfer, and whether official development assistance (ODA) of developed countries has reached the level of 0.7 per cent of their gross national product; Report to the General Assembly through the Economic and Social Council.

The main function of the Commission is to provide expert advice to the Commission on Sustainable Development on the implementation of Agenda 21. The members of the Senior Advisory Board on Sustainable Development are divided into six categories: eminent individuals, economists, financial professionals and technology professionals.
China was elected a member of the Committee on 16 February 1993.
