During the Tang and Song dynasties, criminals were generally distributed in the south, such as Guangdong, Guizhou, Fujian and other places. At that time, these places were sparsely populated and undeveloped, and there was not a single place to distribute. They were assigned to reform, and they suffered more suffering and more crimes.
The southern cities of the Qing Dynasty were well developed. Of course, in order to choose another place for criminals, Ninggu Tower is far away from the capital, and it is a bitter cold place. However, Ningguta, as the land of Longxing in the Qing Dynasty, must be guarded and built by someone. In fact, this is also a disguised welfare, which is used to appease and reward these soldiers who guard Heilongjiang, Jilin and other bitter cold areas.
In fact, Ningguta itself is not so terrifying, the mountains are towering, the resources are abundant, even if the weather is cold, it does not make people want to die when they hear it. Mainly because of the exile of Ningguta, the road was very long and the conditions were difficult, and I don't know how many hardships I had to go through along the way. Most of the people would die halfway through, either by jackals and leopards, or by people who starved to death, in short, not many people made it to Ningguta.
Even if the fate is great, when you get to Ningguta, you have to do all kinds of hard labor: building roads, bridges, clearing wasteland, farming, and even becoming a serf, giving local cattle and horses. It is difficult for them to know how many prisoners they will get here, or some background of life.
It is more difficult for them to suffer these humiliations than to die.
By the end of the Qing Dynasty, the prisoners were not released to Ningguta, but were exiled to Xinjiang.
