The Council of China Association of Communications Enterprises is composed of leaders, entrepreneurs, experts and scholars from relevant communication departments across the country, with 47 executive directors and 183 directors, and 690 registered group member units. The permanent office of the China Association of Communications Enterprises is the secretariat of the association, which consists of an office, a member work department, a training department, a quality consulting department, and a research and liaison department.

Founded in December 1990, the China Association of Communications Enterprises is a non-profit national legal person approved and registered by the Ministry of Civil Affairs, formerly known as the China Association of Posts and Telecommunications Enterprises.
