From here, it is not difficult for us to see that the guiding and restrictive role of the fire protection work policy, whether it reflects whether it is more comprehensive and sufficient, and whether it reflects the due effectiveness and value in practice, is an important basis and the only standard for checking and verifying whether it is formulated correctly and practically, which should be absolute.

At the same time, it should also be seen that the relationship between the fire protection policy and the actual work is very friendly and appropriate, which is relative. Because things are not static, but dynamic and evolving.

Therefore, only by deciding on the policy of our work in accordance with the actual situation can we avoid falling into metaphysical misunderstandings and guide our work from victory to new victory in light of the situation.

After a long period of thinking and scrutiny, I decided to take the liberty of putting forward some supplementary opinions on the content of China's current fire protection policy. Specifically, behind "prevention first, prevention and elimination combined", plus "soft and hard at the same time, construction and management are equally important.""8 words. In this way, the coverage of the entire fire protection policy is more comprehensive and clear, and its guiding significance is more profound and powerful.

The so-called "soft and hard at the same time" means that we must pay full and full attention to the construction and management of fire protection work, and put it on the important agenda of leaders at all levels and various responsible departments and personnel. The "construction" and "management" mentioned here include the construction of ideology, system, contingent, engineering, information, and equipment, as well as the management of personnel, finance, materials, production, supply, and marketing. I'm sure this will be clear and felt in everyone's minds.

According to the general provisions of China's fire protection law, "the fire protection work implements the principle of prevention first, prevention and elimination combined, in accordance with the principle of unified leadership, supervision by departments according to law, overall responsibility of the unit, and active participation of citizens, the fire safety responsibility system is implemented, and a socialized fire protection work network is established and improved." ”

As a property management unit, we must firmly establish the awareness of fire safety, incorporate the fire protection work into the daily management scope, and conscientiously perform the duties and obligations of the fire protection work.

2) Strengthen organizational leadership, implement responsibilities, and establish a fire safety management service network for residential areas. **All departments, streets, communities and relevant units should incorporate the fire protection construction of the community into one of the contents of community management and services, and establish a fire prevention organization in which the main person in charge of the property management unit is the person responsible for fire safety. It is necessary to strengthen the guidance of the fire protection work of the property company and strengthen the sense of responsibility.

The people at all levels should include the property management units within the streets and communities into the scope of assessment and management, and the public security fire protection agencies and public security police stations should strengthen the fire supervision and inspection of the property management units, and the property management units that have violated laws and regulations and have not changed fire hazards for a long time should be seriously dealt with and severely punished in accordance with the law.
