2. Submit application materials.

The application for kindergarten is divided into two stages: application for preparation and school registration.

1. To apply for the establishment of kindergartens, submit the following documents to the administrative department of education:

Application for running a school (including the purpose and goal of running a school, the name and nature of the kindergarten, the scale of the school, the class setting, the scope of enrollment, the address of the school, the area of the school, the postal code, the basic conditions for running the school, etc.);

The town (street) planning department and education office where the school is located shall issue specific opinions;

Kindergarten development planning, school buildings, equipment, facilities, library construction plans;

Kindergarten funding estimates;

Funding for the school** and supporting documents;

Qualifications such as the name, address and curriculum vitae of the organizer and the proposed board members and principals;

Certificate of legal personality or power of attorney of the organizer or the founder of the body corporate; State-owned units of in-service personnel to open kindergartens, need to issue a certificate of consent to the unit.

In the case of joint education, a joint school agreement shall be submitted.

2. If the kindergarten to be built meets the following conditions, it should fill in the "Guangdong Province Social Forces School Application and Approval Form" and apply for school registration.

The organizer meets the required qualifications;

Adhere to the socialist direction of running a school, and have a correct guiding ideology for running a school;

Have a suitable name and organizational structure;

There is a report on the preparatory work, the school's charter and the corresponding rules and regulations;

There are kindergartens, sites, equipment, facilities and library materials that meet the requirements;

There are principals, teachers and staff who meet the requirements, as well as the school board;

Construction funds, equipment purchase funds, and school running funds are implemented, and there is an evaluation certificate issued by a statutory capital verification agency;

Able to bear civil liability independently;

There is a fire safety certificate (handled at the county public security and fire department), a health permit (handled at the county health and epidemic prevention department), and a health care certificate (handled at the county health center).

3. Examination and approval by the Education Bureau.

After the administrative department of education accepts the application for school registration, the organization of the evaluation expert group to apply for the registration of the kindergarten for review. Those who pass the examination shall be registered, issued with a notice of approval and a "school running permit", and shall be announced. If the audit is unqualified, the applicant shall be notified of the audit result in writing.

If the applicant fails to pass the examination, the applicant can apply for the second registration during the preparation period. If the second application for school registration is still unqualified after review, the original qualification for preparation shall be cancelled, and no further application for preparation shall be made within 3 years.

After obtaining the license to run a school, the school-running institution must go to the county civil affairs bureau to register as a private non-enterprise unit and apply for a fee permit at the county price bureau before it can enroll students and run the school. Enrollment advertisements and brochures must be reviewed by the examination and approval department before they can be used for enrollment publicity.
