Qiu Bojun was born on November 26, 1964 in Xinchang County, Zhejiang.
In 1984, he graduated from the National Defense Technology University of the Chinese People's Liberation Army, and was later assigned to an instrument factory of the Geophysical Prospecting Bureau of the Ministry of Petroleum in Xushui County, Hebei Province.
