Article 21: Business units of internet access service business sites must not accept minors into their business premises.

Business units of internet access service business sites shall hang signs prohibiting minors from entering in a conspicuous position at the entrance of the business premises.

Article 23: Business units of Internet access service business sites shall conduct checks and registrations of online consumers' ID cards and other valid documents, and record information related to Internet access. The content of the registration and the backup of the records shall not be kept for less than 60 days, and shall be provided by the administrative departments for culture and public security organs when they make inquiries in accordance with law. The registered content and record backup shall not be modified or deleted during the retention period.

Article 31: Where business units operating Internet access service establishments violate the provisions of these Regulations by committing any of the following acts, the administrative departments for culture are to give warnings and may concurrently impose a fine of up to 15,000 RMB; and where the circumstances are serious, order a suspension of business for rectification, up to the revocation of the "Online Culture Business License".
