The People's Republic of China has four types of provincial-level administrative units: provinces, autonomous regions, municipalities directly under the Central Government and special administrative regions, of which there are four municipalities directly under the Central Government: Beijing, Shanghai, Tianjin and Chongqing.
A municipality as an administrative unit has different definitions in different countries. Even in China, the municipalities directly under the Central Government of the mainland and the municipalities directly under the Central Government of Taiwan Province ("Yuan Municipalities") are different. The basic definition is that an ordinary administrative unit (see Special Administrative Region for details) can be as small as a people**, a city, a town, or even a village.
However, for most countries, it is essential that municipalities have their own electoral mechanisms to elect their leaders. Municipalities directly under the Central Government in China, like provinces, autonomous regions and special administrative regions, are the highest administrative units, and therefore have the same administrative status as provinces. However, the jurisdiction area is the same as that of prefecture-level cities, with jurisdictional districts, counties, autonomous counties, etc.
