Article 72: After receiving a report of a food safety incident, the administrative department of health at or above the county level shall, together with the relevant departments of agricultural administration, quality supervision, industrial and commercial administration, and food and drug supervision and administration, investigate and deal with it, and take the following measures to prevent or mitigate social harm:

Article 73: In the event of a major food safety incident, the administrative department of health of the people's government at or above the level of a city divided into districts shall immediately conduct an investigation of the responsibility for the accident in conjunction with the relevant departments, urge the relevant departments to perform their duties, and submit an investigation and handling report on the responsibility for the accident to the people at the same level.

If a major food safety accident involves more than two provinces, autonomous regions and municipalities directly under the Central Government, the administrative department of health shall organize an investigation of accident responsibility in accordance with the provisions of the preceding paragraph.

Article 74: In the event of a food safety incident, the disease prevention and control institution at or above the county level shall assist the health administrative department and relevant departments in carrying out sanitary treatment of the accident site and conducting epidemiological investigation on the factors related to the food safety incident.

In the event of a food safety accident that requires the activation of the emergency plan, the people at or above the county level shall immediately establish an accident disposal command organization, activate the emergency plan, and dispose of it in accordance with the provisions of the preceding paragraph and the emergency plan.

In the event of a food safety incident, the disease prevention and control institutions at or above the county level shall carry out sanitary treatment of the accident site and carry out epidemiological investigation of the factors related to the accident, and the relevant departments shall assist. Disease prevention and control institutions at or above the county level shall submit epidemiological investigation reports to the food and drug administration and health administrative departments at the same level.
